Uganda: skills design and gap analysis for the energy sector.
RTG is mapping the roles and skills Uganda's energy sector needs, measuring them against the workforce in place, and showing where the gaps fall as new capacity comes online.
What the sector cannot currently see.
Uganda's energy sector is adding capacity across generation, transmission and oil and gas. Each project carries employment commitments and skills requirements, and each operator holds its own records.
Without a shared picture, the sector cannot say which skills it already has, which it is short of, or where the gaps will fall as projects come online. Training and local hiring are planned from estimates.
What it does, and who uses it.
What the work produces
- A map of the roles the sector runs on, by employer and project
- The skills each role requires, defined to a common standard
- A measure of the workforce in place against that map
- The gaps: which skills are short, where, and by when
- Where training and local hiring should be directed
Who uses it
- Energy sector employers and contractors
- Industry bodies
- Training providers supplying the sector
- Country and sector
- Uganda, energy sector.
- What this is
- A private project: skills design and gap analysis for the energy sector.
- Where the work stands
- RTG is scoping it now. The employers and institutions involved are being settled before the work begins.
- Partners
- Named here once each partner has agreed to be named.
- RTG's role
- Designs the role and skills framework, runs the analysis, and reports the gaps.
What carries over from LiberiaWorks.
- The role and skills data model built for LiberiaWorks
- A common standard for defining what a role requires
- Reporting the employers and training providers can act on
LiberiaWorks had to describe every role in an economy and the skills behind it. That model is what the Uganda analysis runs on, pointed at one sector rather than a whole country.
Common questions.
- Is this a government programme?
- No. RTG runs it privately, with the employers and contractors operating in the energy sector and the providers training for it.
- Where does the Uganda work stand?
- RTG is scoping it now. The employers and institutions involved are being settled before the work begins.
- Is this the same as LiberiaWorks?
- It uses the same role and skills model. LiberiaWorks is a national platform; this is sector analysis built on the same foundations.
- What comes out of it?
- A skills map for the sector, a measure of the workforce against it, and the gaps, with where training and local hiring should be directed.
